I called Apple support and the only thing they had to offer was to do a factory reset on both my iPad and iPhone. I'd rather not do that because it's a pain. Plus, how can it be a hardware problem when it's happening on BOTH of my devices?
It sounds like a problem with my account on their end, but they had no idea. For the record, I can still download apps onto my computer in iTunes and then sync those apps to my devices, I just can't download apps directly from my devices.

Make sure that you do not have a stalled download in iTunes - a song or podcast Only one thing can download at a time on the iPad so that could be what is causing the problem.
Tap your ID and sign out. Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button. Tap one waiting icon only if necessary to start the download stream. Go back to the App Store and try to download the app once again. Go to App Store Update Purchases, and you will find all those Apps, just click the iCloud icon with arrow to download apps again.
